If the other offer was higher than yours but still under list price, you are still "once removed" from negotiation. With the limited and unverified information you have, consider raising your price. This is all you can do in the end. The seller is looking for the best overall package coming and has no obligation to answer every lowball proposal that comes along.
Best of luck with your efforts.

I would call your agent and tell him/her what you found out. Perhaps the fax was lost, or didn't make it through. Request your agent to call the listing agent and have the counter offer refaxed over so you can see it. Should be a simple thing if everyone is on the up and up.
If that doesn't work, ask to speak to your agent's broker, and request a new agent be assigned to you. An agent that will look out for your best interests.
