Getting ready to move from the Upper East Side in NYC.When is it ideal to start looking for a new apartment for Mar.1st?

Moving from the upper east side and would like to look at places more towards midtown / lower east side. My current lease ends at the end of February. When should I start looking for a place to get the best deal? If I start looking now, will it be a waste of time?
