Arizona real estate re: duplexes: is it legal to sell one half only of a duplex which is usually a 2 family situation?

I'm curious because the gas and electric meters for both residences are on my half.

If there is only 1 parcel number for the property, as recorded in the county tax records, the property will need to be divided somehow, so that each property has its own parcel number. To do that will probably require the creation of some sort of an HOA, to govern any common area maintenance/expenses (like the situation with the gas and electric meters). After this is done, each portion of the duplex essentially becomes a condo or townhouse.
